Constitutional Amendments 2025

Secondary constitutional amendments must be submitted to contact@eastlibdems.org.uk by 6pm on Tuesday 11 November.

CONSTITUTIONAL AMENDMENT A

Seconded: Chris White

Insert new section 4.2 (f) after section 4.2 (e) and reletter subsequent sections:

(f) one representative, nominated by and from local parties in areas not covered by county co-ordinating committees. Where more than one nominee is put forward the Executive shall select one of the nominees to take up the role.

Add new section 8.1 (c)

(c) a representative nominated by and from local parties in areas not covered by county co-ordinating committees. Where more than one nominee is put forward the Regional Executive shall select one of the nominees to take up the role.

This amendment will give local parties in areas without county coordinating committees (currently Bedford, Central Bedfordshire and Luton) a specific representative on the Regional Executive.

In section 10.1 (c) delete “two” and insert “three”

This amendment will increase the size of the Campaigns Committee from seven to ten and the size of the Development and Membership Engagement Committee from six to nine. This will improve representativeness and make inquorate meetings less likely. The Candidates Committee, Conference Committee and Policy Committee already have up to nine members.

If Amendment A is passed then section 4.2 will read:

The members of the Regional Executive shall be:
(a) the Officers of the Regional Party elected by all the members of the Regional Party;
(b) twelve ordinary members;
(c) two members elected by the Specified Associated Organisation for Youth and Students;
(d) one member elected by Parliamentarians;
(e) one representative of each County Co-ordinating committee within the region, who shall be the committee’s chair unless the committee’s constitution provides for an elected representative. The committee’s representative may send a voting substitute to a particular meeting that he or she is unable to attend;
(f) one representative, nominated by and from local parties in areas not covered by county co-ordinating committees. Where more than one nominee is put forward the Executive shall select one of the nominees to take up the role;
(g) the Chairs of the Committees listed in Article 5.1, if they would not otherwise be members of the Regional Executive; and
(h) one member elected biennially by principal local authority councillors of the Regional Party from among their own number;
(i) up to three additional members to be co-opted by the Regional Executive. Coopted members shall have the same rights, including voting rights, as elected members. The power of co-option may be used, inter alia, to ensure that there is fair representation of under-represented communities in the Region, taking into account race, religion, age, disability, gender or sexual orientation and that this would create a composition of the Executive that reflects the community within the Region.

The Local Parties and Council Groups Committee shall comprise:
(a) Six members appointed by and from the Regional Executive, including at least one
Officer and at least one member of a principal local authority;
(b) a representative of each County Co-ordinating Committee;
(c) a representative nominated by and from local parties in areas not covered by county co-ordinating committees. Where more than one nominee is put forward the Regional Executive shall select one of the nominees to take up the role.

Section 9.1 will read:
